In other words, you can't just reprint an extant work without permission.
Well, you CAN, but not legally. That's stealing.
Granted, rights are all over the map right now, but if you're getting in to producing written work, you need to know who holds the rights.
If you don't understand what "who has registered the license for publishing the manuscript?" means, you don't have publication rights.
